Key Findings and Recommendations
- Corporate Commitment: Ulta Beauty adopted a safer chemicals policy in 2024, which includes an explicit preference for safer alternatives. The company should participate in the Chemical Footprint Project survey to improve its chemicals management and publicly support governmental policies to reduce chemicals and plastics of high concern.
- Transparency: Ulta requires disclosure of all intentionally added chemicals including fragrances, flavors, and non-functional constituents in products at the SKU level for all private-label and brand-name formulated products.
- Ban the Bad: Ulta’s restricted substance list (RSL), known as its Made Without List, applies to products in its Conscious Beauty program and includes chemical classes alkylphenols, formaldehyde-releasing agents, heavy metals, parabens, and phthalates, along with other chemical classes and individual chemicals. Significantly, the list includes chemicals of environmental justice concern such as phthalates, mercury, and hydroquinone. The company has set a goal to reformulate all private-label formulated products to comply with its Made Without List by the end of 2024. Ulta should expand its restrictions on chemicals to cover all brand-name beauty and personal care products it sells.
- Safer Solutions: Ulta has promoted safer solutions by financially investing in ChemFORWARD’s “Know Better, Do Better” collaborative to conduct alternative assessments to chemicals of high concern in beauty and personal care products. Ulta should continue these financial investments in the years ahead to further help identify safer solutions. Additionally, Ulta Beauty enables brands in its Conscious Beauty program to access the Novi tool to identify suppliers that offer safer alternatives to chemicals of high concern.
